Financial Accounts Director :
Permanent Secretaries and Heads of Departments are asked to invite applications from suitably qualified officers in their Ministries/Departments to fill the post Director, Financial Accounts (FMG/PA 3) in the Finance and Accounts Department, Ministry of Foreign Affairs and Foreign Trade, salary range $1,988,434 – $2,363,623 per annum and any allowance(s) attached to the post.

Job Purpose :
1.To manage the daily activities of the Payroll, Final Accounts and the Accounts Payable and Disbursement Units and related procedures ensuring that :
a. proper systems of internal controls exist and are being adhered;
b. the Financial Administration and Audit Act, its Regulations and Instructions are complied with;
c. the services to both the Ministry’s internal and external clients are performed efficiently, effectively and economically.
2.To provide direction and guidance to the staff assigned to the Payroll, Final Accounts and the Accounts Payable and Disbursement Units of the Ministry.
3.To provide advice to the Principal Finance Officer on all financial matters relating to expenditures, the receipt and proper accounting of voted funds as well as other public and special funds (eg. client deposit receipts) as well as assets under the control of the Ministry.

Key Responsibilities :
** Ensures that proper systems and procedures are in place for accurately capturing all accounts payable in the correct period to which they relate. Ensures that proper systems and procedures are in place for the accurate and timely settlement of claims in respect of Accounts Payable, Wages and all other payments; and that such payments are made in accordance with the Financial Administration and Audit Act, its Regulations and Instructions. Plans, organizes and directs the work of the Unit, including overseeing the creation of the Unit’s corporate and operational plans and budgets. Monitors the Unit’s achievement against targets. Develops and manages the performance of staff, including transferring skills, motivating staff, setting performance targets, monitoring performance, providing feedback to staff and arranging for training. Ensures that staff has adequate resources to enable them to undertake their duties efficiently and effectively. Assists the Principal Finance Officer and the Director, Management Accounts to develop and prepare the Department’s Corporate and Operational Plans. Delivers Power Point presentations on the Plans to the Permanent Secretary and Senior Managers at the Ministry’s Annual Strategic Performance Management Retreat. Assists the Principal Finance Officer in addressing concerns raised in the Auditor General’s queries and reports. Prepares and submits detailed monthly reports to the Permanent Secretary on the overall financial status of the Ministry. Attends meetings of the Ministry’s Procurement Committee convened to review and approve requests for the procurement of goods and services in accordance with GOJ Procurement Guidelines.
** Attends meetings of the Ministry’s Audit Committee, reviews audit reports and financial statements. Makes recommendations for improving the financial accountability of missions, aswell as ensures the filing of the Committee’s statutory reports to the relevant authorities as designated by law.
** Participates in external meetings with officials at the Ministry of Finance and Planning,
** Accountant General’s Department and other government agencies and representatives of international funding organizations and or local financial institutions to discuss matters relating to the finances of the Ministry and its missions.
** Conducts In-house training for staff as required.
** Accompanies the Permanent Secretary and the Principal Finance Officer to meetings of the
** Public Accounts and Standing Finance Committees of Parliament to support and provides relevant financial information when requested.
** Ensures that the approved Budget for the Finance and Accounts Department is not exceeded.
** Deputizes for the Principal Finance Officer as required.

Required Skills/Competencies :

** Good problem solving skills
** Sound knowledge of the Financial Administration and Audit Act, its Regulations and Instructions and the Staff Orders
** Excellent financial analytical skills
** Expertise in accrual accounting
** Good grasp of GOJ expenditure control and budgetary and planning processes
** Skill in operating computerized accounting systems

Minimum Required Qualification and Experience :
** A Bachelor’s Degree in Accounting or Management Studies with Accounting from a recognized University; or ACCA Level 2; or
** Associate Degree in Accounting from MIND, along with Diploma in Government Accounting.
** Five (5) years of post-qualification experience at a senior level.
