Senior Legal Officer (JLG/LO4) :
Applications are being invited from suitably qualified candidates to fill the following position in the Legal Services Division of this Ministry.

Job Summary :
** The Senior Legal Officer is the Chief Legal Advisor to the Financial Secretary and the Honourable Minister of Finance on all matters pertaining to the Ministry’s portfolio responsibilities.
** The incumbent is to facilitate the provision of legal expertise to the Ministry of Finance and Planning, inclusive of the Accountant General’s Department, with respect to the provision of legal advice and support to the Ministry’s programme and where necessary the provision of legal support in the preparation of cases for adjudication. This involves providing leadership and management in coordinating the development of legislative frameworks; legal support in the development of policies; representing the Ministry in all legal disputes and making referrals to the Attorney General’s Chambers (AGC) when required; and collaborating with the Legal Units in the Financial Investigations, Revenue Appeals and Revenue Protection Divisions of this Ministry, as well as Tax Administration Jamaica and Jamaica Customs Agency, to ensure that the Ministry’s interests, rights and obligations are expeditiously discharged in accordance with the relevant guidelines, regulations and laws.
** The incumbent will also plan, direct, coordinate and monitor the activities of the Legal Services Division in order that its objectives and targets are achieved in accordance with the strategic direction of the Ministry.

Main Duties :
** To direct and manage the Division in the provision of legal advice necessary to support the Ministry’s programmes.
** To direct and manage the Division in the provision of legal advice and support to the Accountant General’s Department.
** To facilitate amendments to and enactments of, legislation administered by the Ministry of Finance & Planning, as well as its departments and agencies.
** To provide support and direction in the preparation of contracts and other documents on behalf of the Ministry of Finance & Planning.
** To direct and coordinate collaboration with the legal sections/units of the satellite Divisions, Departments and Agencies of the Ministry of Finance and Planning in the formulation of, and to advise the core Ministry, on legal/legislative policy in relation to these entities.
** To collaborate with the Attorney General’s Chambers, the Office of the Chief Parliamentary Counsel the Department of Legal Reform and the Cabinet Office in relation to legal and legislative matters pertaining to the Ministry.
** To liaise with other Ministries, Departments and Agencies of Government where such liaison is required in relation to the job function.
** To lead and manage the Legal Services Division in the achievement of the above strategic objectives.

Sepcific Knowledge :
** Comprehensive knowledge of the various laws and regulations impacting the FID, inclusive of The Proceeds of Crime Act (POCA), Financial Investigations Division Act (FIDA) and The Terrorism Prevention Act (TPA).
** Comprehensive knowledge of investigative policies methods and objectives
** Comprehensive knowledge of business laws, commercial and trade practices.
** Working knowledge of the applicable rules of criminal law and procedure and relevant Constitutional laws.
** Working knowledge of the relevant computer systems and applications.

Qualifications Experience :
** Bachelor of Laws Degree from a university recognised by the Council of Legal Education.
** Certificate of Legal Education awarded by the Council of Legal Education.
** Ten (10) years experience as an Attorney-at–Law, of which at least six (6) years’ experience as Senior Counsel.

Remuneration Package :
Salary : $2,625,031 – $3,120,336 per annum
Traveling : $975,720
